Announcement: Procurement of Services – Expert Services for Integrated Strategic Communication Support and Capacity Building for Internal Security Institutions

Project Context

Within the framework of the EU4 Moldova Resilience – Secure State, Resilient Communities (EU4MR) project, a two-year initiative funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova), this procurement aims to contract qualified experts to provide strategic communication expertise and capacity-building support to the Ministry of Internal Affairs (MIA) of the Republic of Moldova and its subordinated services.  

This assignment is designed as a package of interrelated activities, combining analytical work, development of institutional frameworks and tools, and capacity-building actions, with the overall objective of strengthening the ability of MIA institutions to prevent, detect, and respond to security-related risks, including crisis situations, disinformation, deepfakes, and hostile propaganda. 

The procurement may be awarded to a legal entity proposing a team of two experts (one Key Expert and one Non-Key Expert) with complementary expertise in strategic communication, internal security, crisis communication, and counter-disinformation.  

Expected Deliverable

  1. Deliverable 1: A draft/model of the strategic communication mechanisms on emergency risk detection and response has been developed. 
  2. Deliverable 2: Institutional strategic communication plan for internal security, ready for implementation. 
  3. Deliverable 3: Procedures Manual for Response to Disinformation and Deepfakes. 
  4. Deliverable 4: Prevention/awareness campaign plan designed by the participants and developed in consultation with the Expert. 
  5. Deliverable 5: The training program (40 hours) that has the following content: 
    • Module 1. Introduction to Strategic Communication in Internal Security and Interagency Communication. 
    • Module 2. Public Communication Mechanisms for Emergency Risk Detection and Response. 
    • Module 3. Disinformation: Fake News and Deepfakes. 
    • Module 4. Hostile Propaganda and Foreign Influence. 
    • Module 5. Capacity Building for Relevant Local Stakeholders on Their Specific Roles and the Use of the Communication Mechanism. 
    • Module 6. Awareness Strategies and Public Campaigns. 
    • Module 7. Digital Tools and Media Monitoring. 
    • Module 8. Identification of Security Risks and Threats, and How to Inform About Them. 

Qualifications and skills required: 

  1. Key Expert 
  2. Academic Qualifications:  
    • Advanced degree (Master’s or PhD) in law, security, police or related field. 
    • Academic activities in law, security, police, or related fields. 
    • Accreditation in security and/or risk analysis. 
  3. Relevant Experience:  
    • At least five years of academic experience in law, security, police or related fields. 
    • At least three training programs on security, defense, or protection delivered to national police entities. 
    • At least five years of experience delivering training programs on security, defense, or protection.  
    • At least five years of experience working with government institutions in areas related to security, defense, or protection. 
  4. Competencies:  
    • Experience in facilitation of the training programs. 
    • Experience in design and adapting training content to the specific needs of internal security institutions. 
    • Experience in conducting at least 1 research and analytical papers on law, security, or political science. 
  5. Non-Key Expert 
  6. Academic Qualifications:  
    • Advanced degree (Master’s or PhD) in law, security, police or related fields. 
    • Training activities in law, security, or police. 
  7. Relevant Experience:  
    • At least three years of training experience in law, security, police, or related fields. 
    • At least three training programs on security, defense, or protection delivered to national police entities. 
    • At least three years of experience delivering training programs on security, defense, or protection.  
    • At least three years of experience working with government institutions in areas related to security, defense, or protection. 
  8. Competencies:  
    • Experience in facilitation of the training programs. 
    • Experience in design and adapting training content to the specific needs of internal security institutions. 
    • Experience in conducting at least 1 research and analytical papers on law, security, or political science. 

Incomplete files or files submitted after the deadline will not be evaluated.
