Announcement: Acquisition of Ballistic Shields
Context
EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 2-year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support for the Republic of Moldova in the context of the country’s intensified integration process into the EU and the decreasing geopolitical security in the region, exacerbated by Russia’s aggression against Ukraine. The general objective and expected outcome of the EU4MR project is to increase the Republic of Moldova’s resilience to emergencies and potential security threats. To this end, the capacities of state institutions will be strengthened to detect and counter potential emergencies and security threats. Additionally, the resilience of local communities will be enhanced by fostering local development opportunities that maintain social cohesion and increase confidence in the European path of the Republic of Moldova as a perspective for modernization and development of the country.
The expected results of the project implementation are:
Result 1: State institutions have enhanced their capacity to protect critical infrastructure, identify, detect, and counter threats, and inform the population about threats.
Result 2: The resilience of society to security threats is improved through various local opportunities and initiatives that maintain and promote social cohesion, thereby increasing confidence in the European integration process.
Together, these results will contribute to increasing the resilience of the Republic of Moldova to security threats.
Description of the procurement:
The goal is to equip the Ministry of Internal Affairs of the Republic of Moldova with protective equipment. The Ministry will act as a beneficiary and will not transfer purchased equipment to unauthorized entities, only to authorised subordinated entities.
The purpose of this procurement is to acquire:
Ballistic Shields – Small & Medium (PN K4 / NIJ IV / STANAG Equivalent)
Procurement of two categories of ballistic shields intended for high-risk operations, dynamic entries, national patrol duties, and tactical deployments by rapid reaction units. All shields must provide rifle-grade ballistic protection in accordance with PN K4, NIJ Level IV, and be compliant with or equivalent to STANAG 4569 ballistic protection levels (1–3 depending on shield type).
The delivery period for the small and middle balistic shields must be no longer than 2 months from the date of contract signing.
- Small Tactical Ballistic Shield – 5 Units
Ballistic protection equivalent to PN K4 / NIJ Level IV / STANAG 4569 Level 1–2 (or equivalent). Lightweight tactical ballistic shield engineered for rapid-entry, CQB, and dynamic intervention scenarios. Provides rifle-level ballistic protection in a compact, highly manoeuvrable configuration. Ambidextrous design enables immediate use by both right- and left-handed operators. The ergonomic handle system offers secure weapon manipulation with either a sidearm or a long gun.
- Medium Ballistic Shield with Viewport & Tactical Lighting – 5 Units
Ballistic protection equivalent to PN K4 / NIJ Level IV / STANAG 4569 Level 2–3 (or equivalent).
Heavy-duty ballistic shield designed for high-risk police operations requiring full-scale rifle protection, extended situational awareness, and environmental endurance. Equipped with a ballistic glass viewport, ergonomic dual-handle system, detachable harness, and integrated tactical lighting for low-light conditions.
Requirements for bidders:
Within the purchase call may apply legal entities who:
- own and are able to submit a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;
- have at least 3 years of demonstrated experience in supplying ballistic protective equipment, such as ballistic shields, body armour, tactical equipment, or other relevant protective systems;
- have collaboration with at least 2 specialized institutions, such as law enforcement agencies, emergency response services, rescue organizations, tactical intervention teams, or other relevant entities;
- offer a minimum 2-year warranty for other components from Ballistic panel, for Medium Ballistic equipment and minimum 5-year warranty for Ballistic panel;
- have at least 2 import-export operations conducted under DAP Incoterms 2020 conditions.
Incomplete files or files submitted after the deadline will not be evaluated.
