New financing contracts signed within the Small Project Fund, LEADER and LEADER+ rural edition

On April 23rd, 2019, new financing contracts were signed, as well as a new training within the Small Projects Fund, LEADER and LEADER+ edition.

After Tomasz Horbowski, director of Solidarity Fund PL in Moldova, Marina Albu, the president of the National LEADER Network from the Republic of Moldova, and Radu Tucan, SPF coordinator, brought their kind regards, those 50 participants of the event – managers and LAG presidents and the responsible structure, have discussed and debated a series of subjects for the next stages in the LAGs’ activity.

Marina Albu presented the methodology and the implementation process, after which, together with the present guests, there were established the next steps, deadlines and organizing methods of the selection contest of the micro-projects and their implementation.

Radu Tucan presented a series of suggestions in order to make the aforementioned processes more efficient, and established a series of document models for the proposal call in the LAGs, as well as more regarding the methodology of cooperation and communication with the partners. “The LAG is not a closed group. You should co-finance those projects that really deserve that and it doesn’t matter if they belong to LAG members or not”, Radu mentioned.

The most important part of the event was the signing of the financing contracts for the LAGs, that were selected to be financed within the SPF 2019, LEADER and LEADER+ rural edition.

“Revitalization for Urban Development in Moldova” Conference

The first edition of the “Revitalization for Urban Development in Moldova” Conference took place on April 11th and 12th, organized by the Ministry of Investment and Economic Development of Poland, Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova and Solidarity Fund PL in Moldova.

More than 150 guests have participated in the event, among which one could meet representatives of the cities participating in the revitalization process in Moldova, of Moldovan partnering ministries and regional development agencies, of the Ministry of Investment and Economic Development of Poland, development partners, facilitators from Centre of Urbanism and all the enthusiasts in urban revitalization in Moldova.

The conference has been a great opportunity to discuss the results of the processes carried on by now, and specifically the legal framework at the national level (The Guideline) in the domain of urban revitalisation, the implementation of six pilot-projects during the year of 2018 (in Comrat, Ungheni, Balti, Ocnita, Edinet, Cimislia, and the elaboration of the Urban Revitalisation Programs within the technical support offered to those 9 participant cities in 2018.

Within the Conference, eight cities (Ocnita, Soroca, Edinet, Cimislia, Causeni, Ungheni, Balti, Ialoveni), selected during the Small Grants Fund call of 2019 – Urban Revitalization edition, received guarantee letters regarding the co-financing of the selected Urban Revitalization programs implementation, supported by the Polish aid.

“Urban Revitalization in Moldova is a complex process, a balance between infrastructure interventions and social measures – both integrated, they come to improve life’s quality of the inhabitants in the revitalization zone”, Anastasia Stefanita emphasized, program coordinator, Solidarity Fund PL in Moldova.

These interventions are of infrastructure, building and community levels. For e.g., in 2018 in Balti, the facilities of the “Alexandru Ioan Cuza” middle school were improved, but at the community level, there was organized a revitalization ideas competition, conversations with the zone’s inhabitant, that consequently created an initiative group. In Ungheni, within an integrated program (Polish aid and GEF), the yards of a locative buildings area were renovated, the inhabitants created their own associations to actively collaborate with an economic agent from the zone to organize community manifests.

Revitalization represents an inspirational instrument for urban development in Europe. In Poland, more than 100 cities are implementing comprehensive urban revitalization programs. The process is based upon certain important principles: complexity, integrated approach, partnerships and participation. The main idea is to positively transform those parts of the city that are in critical condition and in need of social, architectural and economic changes.

The process of urban revitalization in Moldova is co-financed from the funds of the programme for development cooperation of the Ministry of Foreign Affairs of Poland – Polish aid. Within the project, one of the goals was to share the Polish experience and build, together, an efficient system of urban development in Moldova, with an emphasis on the degraded revitalisation zone.

The event hosted a discussion session for the development partners regarding the opportunities to support urban development in Republic of Moldova.
The event was a new step to developing a city network for urban revitalisation in Moldova and to identifying possible synergies of the efforts regarding the urban development.

The second day of the Conference was organized as a study visit in Ungheni, where the colleagues from Poland (mayors of Starachowice and Dobiegniew, experts and representatives of the Ministry of Investment and Economic Development of Poland) and representatives of Moldovan cities could see the pilot-project of 2018, an example of a multifunctional centre and, of course, the revitalisation zone, where many interventions will be held during 2019.

The article belongs to the series of implemented activities in the context of promotion of the Urban Revitalisation approach in Republic of Moldova with the support of the programme for development and cooperation of the Ministry of Foreign Affairs of Poland.

Iulia Bernaz, Crasnogorca village: We must always be active – not just wait for opportunities

Here’s another article about the partnership projects in the framework of the grant scheme of the “Access to Success” project. Since January 2nd 2019, these projects go through their implementation process. Today, we talk to Iulia Bernaz, the representative of the “Процветание” NGO from Crasnogorca village, Grigoriopol district.

“I’m Iulia. After graduating the University of Tiraspol, I decided to move back to Crasnogorca. Currently working as the main specialist in the village’s administration. Its leader told to take part in A2S project in order to improve the functioning conditions of the kindergarten”, Iulia said. During the registering process, the local initiative group, taking into consideration the villagers needs, planned to replace the kindergarten’s windows and to connect the House of Culture to a gas heating system.

Previously, Iulia was helping the kindergarten’s director to write a project proposal in order to get the funding. But as the latter had to leave the country for personal reasons, Iulia, together with her imitative group, continued to work for the project and its implementation.

“Some time ago, the kindergarten was functioning only seasonally, as it did not have any heating system. In 2014, its new director, Valentina Osinteva, started developing the institution. She has found specialists for every educational session for kids, professional talented teachers and, finally, she managed to connect the institution to a heating system. So, the kindergarten transformed into a little fairy tale – comfortably organized groups, separate playing spaces under the open sky, safe playground constructions for the kids. After these efforts, Mrs. Osinteva has come with the idea to change the windows and the doors in the institution”, Iulia tells us. That was the reason why the village’s team decided to apply for the project.

“The A2S projects supports us enormously – every training is an impulse to a new change. We study interesting methods to be applied among youth in order to organize different events.”

As we mentioned before, in January 2019, the implementation process of the partnership projects among communities from both sides of Dniester has started. Iulia advises all the beneficiaries to go forward. “We have to be active – not only wait for opportunities, but to start making positive changes”, points out Iulia.

Sudaber Guseinova, Grigoriopol: I met new people and future colleagues

This particular piece is about a project from Butor village, Grigoriopol district. More on this non-commercial partnership from Sudaber Guseinova, the Centre of Social Support and Development “Успешная женщина”.

Sudaber’s team has initially mentioned that it registered to the project with two ideas. “We wanted to connect the House of Culture to a heating system and to open a social mini-bakery. But there was a ‘one village – one idea’ requirement, so we went with the cultural space, as it needed heating”, Sudaber is recalling. So, the team has contacted the House of Culture workers for an eventual collaboration and, together, registered in the project with the aforementioned idea.

“We’ve had questionnaire sessions for the locals, as we wanted to know their opinions, what community problems needed to be solved faster and, after all, it was established that among those three mentioned problems, the most burdensome was the lack of a heating system in the House of Culture”. This initiative is supported by the Mayoralty and by the organization, where Sudaber is currently working.”I want to mention that the mayoralty has covered the personal contribution in the project, worth of 30%. Additionally, our project is created in partnership with Cisla village, Telenesti district. This year, cultural development is one of our priorities – the village’s project has the aim to create a dance space and, having common interests, during the registration to the project’s call, we’ve decided to organize common events on both sides of Dniester”, Sudaber is emphasizing.

“We benefit of an enormous informational support from the organizers – during this project year, we’ve find out useful and reusable info. Access to Success offers an informational and educational support, and the experts help us during the project implementation and we’ve got a durable partnership – here, I met new people and future colleagues.”

The study visit in Poland has influenced the participants enthusiasm. “During the visit, we’ve got to know more on the Polish experience when working with local communities. It’s a complex program, that supports us morally, financially and informationally.”

An advise to future participants – “To make big changes, you need not only desire, but a good team you can rely on, that will always support you – if you don’t have a good team, the road to success will be hard. And, of course, don’t be afraid of anything – in this project, you will get thoroughly instructed and supported. It is important to want the change and to have a well-established aim that will define the future of your community.”

Vasile Porubin, LAG "Plaiul Codrilor"

A new day brings us again to Dolna village, as we visit the beehive workshop organized in the framework of a project, which is supposed to modernize these houses of bees. “My name is Vasile Porubin and I live here, in Dolna. I have more than 30 years of experience in the beekeeping domain”, tells us one of Sergiu Agafita’s project colleagues. Mr. Agafita is the leader of a small beekeepers community of five villages in the “Plaiul Codrilor” microregion.

“Sergiu, the owner of this workshop, has come with the idea of modernizing the main elements in local beekeeping. Thus, more beekeepers from different villages were invited to collaborate fruitfully”, says Vasile. The beekeepers come from Dolna, Stejareni, Micleuseni, contouring a great collective that puts a lot of effort in its work.

“There are good visible results. We used to work before with classical horizontal hives. But the partial financing from the project has supported a lot our mission to meet the requirements of European standards, and we’ve managed to build vertical hives with two splits”, tells us Vasile. Even if those are technical details, the effort put during these few weeks is seen in those 50 hives given to each beekeeper involved in the project.

The workshop is filled with a fresh woody scent and striking sounds of assembling instruments. “The beehives are already put into work – the locals have already seen the project in its process of implementation. And since there is winter, we have created a split in the hives and let the bees to accommodate themselves in this new place, as they will have to work a lot this next spring”, mentions Mr. Porubin.

According to the project, one of the main aims is to produce high quality honey in big batches. “Usually, we have acacia and linden honey, but with these modern beehives, we could produce pastoral, sunflower, lavender and rapeseed honey. Our region, unfortunately, does not have a huge area of such plants, but we will try to benefit from Kodry. Of course, we would like to promote our products on the international market”, says Vasile.

Mr. Agafita team advises the specialists and enthusiasts to prepare many more ambitious projects in order to develop such an useful economic branch, as beekeeping.

EU-Moldova LEADER Conference

April 2019 was marked by numerous events, among which one could have visited the EU-Moldova LEADER Conference – the first international event of such nature, which celebrated the results after the start of the implementation of the LEADER approach in the Republic of Moldova.

New LAGs, new opportunities for the LEADER approach

The Conference took place between April 2nd and 4th and gathered almost 500 guests – representatives of different institutions and organisations interested in sharing their LEADER experience in Moldova and in EU, such as the European Commission, central authorities from MOLDOVA, the European LEADER networks, representatives of Local Action Groups (LAGs) from Moldova and Europe.

The event’s guests had the opportunity to know more about the efficiency of the implementation of the pilot projects though the LEADER approach, they have participated at workshops and followed the signing ceremony of the important cooperation agreements. One of the important parts of the event was the approval of the LAGs declaration regarding the consolidation and the implementation of the LEADER approach in the Republic of Moldova. Additionally, other 10 LAGs have signed the financing agreement for the implementation of the pilot-projects at the local level, whereas other eight were officially created. During the event, the National LEADER Network in the Republic of Moldova submitted the request to adhere to European LEADER Association for Rural Development (ELARD). Consequently, since April 10th 2019, the National LEADER Network has become the official member of the European LEADER family.

During the EU-LEADER Conference, there was organized an open-air LEADER Fair, where the representatives of approximately 30 LAGs came with their own produce and offered them for exposure, tasting sessions and for sale. The ancillary event was organized with the aim to promote rural produce, traditions and local touristic elements, seen in the microregions.

On April 4th, the last Conference day, both local and foreign guests have participated in the Moldovan study visit LAGs, so to discover the beauty of rural areas and to find out more about the activities of the LEADER Program in the Republic of Moldova (success stories of the LEADER pilot-projects). We want to remind you that, at the Moment, there are more than 30 LAGs/LEADER initiatives.

The EU-LEADER Conference was organized by the Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova, in collaboration with the National LEADER Network, National Network of Rural Development with the financial support of the European Union. Solidarity Fund PL in Moldova are the key partners of the event.

A new stage in the relationship consolidation among communities on the both sides of Dniester

December 10th 2018 has marked a new stage in the life of the projects within Access to Success – 17 partnership projects, that will develop and consolidate the relationships among communities on the both sides of Dniester river, were officialised during the Ceremony of Signing the partnership contracts.

This event was hosted by the National Art Museum of Moldova and was visited by honourable guests, that told us more on the involvement of the Polish state in the development process of Moldova. His Excellency, the Ambassador of the Republic of Poland in Moldova, Mr. Bartłomej Zdaniuk, has emphasized that the Polish state has contributed to various local initiatives. “For e.g., in Rascov village, we have co-sponsored the rehabilitation of the House of Culture, and also co-financed a thorough and valuable modernization for the Medical Service Centre. This is very important, as every project cannot go forward, if there is no strong bond among people. The fact that Poland offers help to Moldova is, actually, mutual help and, I believe, a very correct approach in the process of the country’s development. Of course, we would like to support bigger projects to the extent possible – we are and we want to be present in the process of relationship consolidation between both sides of Dniester”, Mr. Ambassador has emphasized.

Fabien Schaeffer, the representative of the EU Delegation in the Republic of Moldova, has mentioned that this event is like a new beginning, through which the project participants can benefit from a remarkable dynamic in its implementation process. “EU supports the development of neighbouring countries and offers equal opportunities in this direction”, Mr. Schaeffer emphasized.

The Signing Ceremony was visited by 45 guests from those communities, that wish to establish long-lasting partnerships. More details about this important event you will find on the Access to Success page.

The development and functioning of the partnerships, discussed at the “Confidence-building through Access to Success project”

On May 22nd, the local partners within A2S, have gathered at the “Confidence-building through Access to Success project”.

The event created a new communication space with and among the A2S project partners and experts in the domain of inter-municipal and inter-sectorial cooperation on national and international levels. Together, the participants have analysed the community development experience within the project, the stages of development and of the established partnerships functioning process and have discussed to what extent the local development could become an efficient instrument to consolidate the mutual trust among communities from both sides of Dniester.

Th event’s guest was Fabien Schaeffer, project officer at EU Delegation in the Republic of Moldova. He has mentioned that the A2S project is important, as it unites people from both sides of Dniester and it helps them at improving the wellbeing of the communities they live in. Tomasz Horbowski, the director of Solidarity Fund PL in Moldova has emphasized that A2S is not just a simple project, but is more of a cooperation means, and the confidence is built every day among local partners and between them and the Consortium. “A2S is a school for us, a community we want to build and to strengthen”, Ivan Ignatiev mentioned, the A2S project coordinator from “EcoSpectr”. In this context, the activities within the round table were focused on the identification and creation of promotion opportunities regarding the cooperation among communities, institutions and organisations from both sides of Dniester.

During the event, the local partners have shared their experience and challenges regarding the partnership project implementation. Thus, they have encountered problems regarding the lack of experience in the domain of project implementation, the identification of sources for the personal contribution, the lack of spaces for the project activities, the distance among the partners, the regulations and document writing. Nevertheless, the partners have mentioned that the common efforts helped them to surpass them and find solutions for every encountered problem.

Additionally, the local partners stated their visions regarding the partnerships, their durability and proposed a few steps to be taken to consolidate and maintain them. For Ala Lopatina, Rascov village, the created partnership with the organisation from Climautii de Jos village, is about their desire to meet and collaborate, no matter the challenges. Rodica Rusu from Relita village has mentioned that within the A2S project, we don’t only speak of partnerships, but also of friendly communities. Valentina Ivanova from Butor village has mentioned that her partner became a close friend, with common and valuable visions: “Together, we’ve learned to listen and to advise each other and, of course, to learn from our experiences”

The discussion results from the round table will be found in a report elaborated by the experts in the domain of inter-municipal and inter-sectorial cooperation (national and international) within the A2S project, report that has the aim to present the experience acquired by the communities, their visions regarding the confidence-building measure through local development project and recommendations regarding this aspect.

I managed to train the children to achieve high performances

Here’s a new history about a project destined to develop a healthy community and, we believe, to accustom children to a healthy lifestyle. We’re talking about the project “Safe tourism and sports activities” of the “Serpetina Nistrului” Local Action Group, whose direct beneficiary is Mihai Chitaica, from Varnita village, Anenii-Noi district, while the non-direct ones are the children of his kayak-canoe club, a nautical sports activity, practiced on small lightweight boats. “I’m the club’s trainer, where this specific sports is practiced“, says Mr. Chitaica.

The club opened during the second half of 2016 and it hosts, since then, kayak-canoe lessons for children and adolescents from Varnita village. “In the framework of the LEADER approach, we’ve received partial financing to buy a special engine for the trainer’s boat. Some of the children are 9 – 10 years old and during the practice periods, it’s highly necessary for me, as the trainer, to be nearby and to supervise them”, tells us Mihai. He also mentioned that the club’s teenagers are quite experienced – they’re visiting the club since May 2018, they have balanced the movements on water and are really good on leading the boats. “If the weather is windy, the kids need special instructions and increased supervision. We have sports boats, that require special balancing.“

The trainer says that there are many people who want to practice kayak-canoe, but the clubs doesn’t have such extended capacities. “We’d like, of course, to have more modern boats, as well as more teachers – unfortunately, I am the only trainer and my efforts are not sufficient for supervising more children groups“, says Mr. Chitaica.

The young people trained by Mr. Chitaica have already taken part in many competitions in Balti, Varnita, Chisinau. “Yes, we do have water sports life vests, that can hold persons weighing up to 80 kg. But the kids have been trained with special swimming exercises on long distance and they have developed their abilities in this particular sports area”, says proudly the trainer. “It took me just a few months to train them to achieve such high performances.“

Even if it was quite windy outside, the children seemed to be very dedicated to the time spent practicing their favorite sports. The efforts of Mr. Chitaica helped them acquire very good skills, that will help them walk against any wind they will face.
