The informational campaigns of the LAGs financed within the EU — LEADER RDF 2020: Statistics

A few months ago, the EU — LEADER Rural Development Fund, 2020 edition, was launched within the “LEADER approach for rural prosperity in Moldova” project. The Fund is implemented by Solidarity Fund PL in Moldova, in partnership with the National LEADER Network in the Republic of Moldova, and with the financial support of the European Union and Polish Aid.

Each selected LAG that received financial support within the EU — LEADER RDF, 2020 edition, took on the responsibility to carry on transparent informational campaigns on the LAG’s funding opportunities in the civic, entrepreneurial and public sectors of the rural areas.

The LAGs’ informational campaigns have taken place between June and July 2020 — there were organized 146 informational sessions, 78% of which were held offline in compliance with public health measures. The number of the online sessions was low, at 22%, but on the positive side — they were organised in more than a half of the LAGs, which proves the flexibility and adjusting abilities to the reality we have due to the pandemic.

Additionally to the informational sessions, there were offered individual consultations by phone or at the LAGs’ offices. 2 288 persons were informed about the call’s documentation and the steps of writing a project for a funding opportunity. Every fourth person applied with interesting project ideas that are useful for the development of the Moldovan village. As a result, RDF received 543 applications (94% in the first round and 6% in the second one).

The total budget solicited out of 543 applications was worth more than MDL 27 million, which surpasses 2.3 times the planned budget of approximately MDL 12 million.

The total budget of the Rural Development Fund is worth MDL 15,466,000.00. It was offered to the LAGs with the aim to use them for the institutional development at the internal and strategical levels, as well as for the support of the rural entrepreneurs, small-sized infrastructure interventions, promotion of the local values, identification of solutions in crisis situations and other. The National Urban Revitalization Network in the Republic of Moldova was officially launched

Between July 21 – 31, ten cities have signed the Memorandum and the Declaration of principles regarding the creation of the National Urban Revitalization Network in the Republic of Moldova (NRNU) — a new important actor for the local urban development.

The Urban Revitalization is a complex process that eliminates a certain degraded area of the city from its crisis state, through the integrated territorial actions and carried on by the local administrations and efficient local, regional, and national partnerships based on a revitalization programme. Up until now, 13 cities have an urban revitalization programme and various projects were based on them — recreational spaces for children, renovation of the sports areas, improvement of living conditions for children, youngsters and elders, and other.

As a result of the acquired experiences in the 2017-2019 time frame, but also based on the results discussed during the International Conferences on Urban Revitalization that happened in April and December 2019, the involved cities have shown the desire to step on a new development journey — the creation of a network, that will represent the cities’ interests and will contribute to the promotion of the Urban Revitalization initiatives across the country.

Thus, during ten days, ten cities — Balti, Causeni, Ceadir-Lunga, Cimislia, Edinet, Ocnita, Rezina, Soroca, Straseni, Ungheni, — have signed the Memorandum and the Declaration of principles regarding the creation of the NURN. The events took place in a small format, respecting the protection measures in the context of the pandemic.

Even though the Urban Revitalization experience of our municipality is not massive, we have already noticed various positive tendencies in the life of the city. Our authorities already approved a revitalization programme, and the local community is well aware of it”, Nicolae Disli tells, the responsible of the Urban Revitalization in Ceadir-Lunga municipality. Simion Tatarov, the mayor of Rezina city, mentions about the important discovery made for the local public authorities — the Urban Revitalization is concentrated on people and made for people. “We wanted to become the NURN’s member to have the possibility to benefit from technical and logistics assistance and to accumulate experience in the revitalization of our city, which is relatively young.

Every participant at the event was telling about the high quality of performed works in the revitalization areas and about the desire to participate at a thorough experience exchange among the cities involved in the urban revitalization, but also for the cities that would like to be a part of the process. “I am sure that the good intentions, that we will acquire based on these inter-relation partnerships on both national and international levels, will form the base of a useful vision for our communities”, Constantin Cojocari mentions, the mayor of the Edinet municipality. Anastasia Jdanova, responsible for the Urban Revitalization in the city of Ocnita, tells us more on the revitalization zone close to the local cannery, where they have improved the recreational area for children. “We have only positive expectations from the NURN and I am sure that we will help each other.”

The Signing Marathon took place with a small number of people, but the cities celebrated symbolically this event together with the representatives of the working team and mayoralties. The event started in Edinet municipality and finished in Straseni city, and its highlight was the signing of the Memorandum and the Declaration of Principles. The cities have thanked the partners for the given trust and support in urban development. “It’s very clear that the revitalization of an area will serve as an impulse for the inhabitants of other regions and we hope that even more people will be involved in the activities”, Valentina Casian mentions, the mayor of the Straseni city, adding that the cooperation among the civic, public and community sectors is an impressive result.
