Deadline Extension: Procurement of Tactical Equipment

Context

EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened. 

The purpose of this procurement is to acquire:

1. Tactical Backpack – 350 Units
2. Tactical Plate Carrier Vest – 88 Units
3. Tactical uniform set including:  long-sleeve polo skirt, pants, lightweight and winter softshell jackets and mid-cut boots – 18 sets:

• Tactical Long-Sleeve Polo Shirt – 18 Units
• Tactical Pants – 18 Units
• Lightweight Tactical Softshell Jacket – 18 Units
• Tactical Softshell Winter Jacket – 18 Units
• Mid-Cut Tactical Boots with Waterproof Membrane – 18 Units

4. Shooting protective equipment

• Tactical Shooting Safety Glasses – 20 Units
• Passive Shooting Ear Protection Headphones – 20 Units
• Active Shooting Ear Protection Headphones – 5 Units
• Advanced Shooting Safety Glasses for Instructors – 5 Units
• Protective Vests for Firearms Instructors – 5 Units

Within the purchase call may apply legal entities who:

1. own and are able to submit a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;
2. have at least 2 years of demonstrated experience in supplying tactical, military, or law enforcement equipment, particularly backpacks, vests, or similar gear used in field operations, training, or rescue missions;
3. have collaboration with at least 2 specialized institutions such as law enforcement agencies, special operations units, military forces, border police, or other relevant entities, such as civil protection units, tactical training centers, or organizations involved in field response, defense, or security operations;
4. offer a minimum 1-year warranty for the tactical equipment supplied under each respective lot (e.g., backpacks, vests), covering material defects and manufacturing faults.

The deadline for submitting applications: 20.05.2025, inclusive

Participation in the auction by sending documents signifies acceptance of the publication of the procurement results, except for information marked as confidential.
