Announcement for the Identification of a Service Provider to Deliver a High-Altitude Tactical Operations Training
Context
EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened.
Description of Procurement:
The EU4 Moldova Resilience – Secure State, Resilient Communities Project is seeking to contract a service provider with a team of 3-4 qualified international experts to design and deliver a 6-day High-altitude Tactical Operations Training for rapid reaction units of the Ministry of Internal Affairs of the Republic of Moldova. Additionally, 4 working days are allocated for preparation, coordination, and post-training reporting.
The training will focus on the application of mountaineering and rope-access techniques in law enforcement tactical scenarios, including building assaults, rescue operations, and interventions in vertical or confined spaces. The selected experts will be responsible for delivering theoretical sessions, conducting intensive hands-on exercises, ensuring daily safety briefings, and facilitating a scenario-based certification process for approximately 20 officers.
The service provider may be a legally registered training company or a sole proprietorship operating in the field of professional training, based in a member state of the European Union.
Required instructors and expert staff: The service provider shall ensure the presence of the of 3-4 qualified international experts, engaged under civil law contracts (service or task-specific agreements):
- At least one certified instructor in mountain rescue or rope-based rescue techniques, with:
- Two to three former or current members of tactical or special operations units.
- At least two instructors must be capable of delivering training in English and/or Russian/or Romanian.
The service provider shall implement a 6-day specialist training in the field of rope access and tactical use of height in operational contexts, combining theoretical instruction with practical exercises, based on the training program provided by the Contracting Authority and supplemented by the Service Provider’s own instructional materials and equipment. The training will culminate in a scenario-based assessment and the issuance of certificates of completion.
Deliverables:
- Service delivery document for the delivery of the training;
- Final agenda agreed upon by both parties;
- Certificate of participation/competence issued for each participant.
