Deadline Extension: Procurement of Services – Integrated Border Management & Cross-Border Crime Investigation and Prevention
TheEU4Border Security – Moldova Project is an European Union funded initiative, meant to strengthen the border and migration management capacities of the Moldovan relevant authorities in line with the Schengen and EU acquis and EU Member States’ best practices. The implementing partners of the project are the Central Project Management Agency of Lithuania (lead partner) Solidarity Fund PL in Moldova and International Organization for Migration. The period of project’s implementation is 36 months, starting with June 1, 2025.
The project has three components. Solidarity Fund PL in Moldova is responsible for implementation of the component that covers Specific Objective 2 (SO2) of the project: Strengthening national capacities in integrated border management, prevention and investigation of cross-border crime.
Context of the Assignment:
The Key International Expert for Component, in close coordination with the Project Manager, will provide technical leadership and ensure coherence and strategic alignment for the high‑quality and effective implementation of all SO2 activities. The role encompasses technical coordination, supervision of Subject Matter Experts, design and delivery of capacity‑building in area of expertise, and continuous engagement with national stakeholders. The LIE ensures that all outputs meet EU IBM standards, donor requirements, and overall project objectives, while maintaining strong alignment with the other project components.
Expected Results:
The following Expected Results of the assignment describe the key areas where the key international expert engagement is expected to generate direct, tangible and sustainable impact, through the effective implementation of the activities. The results are designed to translate strategic objectives into measurable improvements in institutional capacity, operational performance, and inter-agency cooperation, in full alignment with EU Integrated Border Management standards and best practices.
Result 1: Strengthened capacities of the project stakeholders and beneficiaries;
Result 2: Delivered SO2 activities fully aligned with EU Integrated Border Management standards;
Result 3: Enhanced multi-agency cooperation through tailored training and scenario-based simulations;
Result 4: Increased trust and effective information exchange, including beyond the central level;
Result 5: High-quality, reusable training materials, curricula, methodologies, and tools.
Solidarity Fund PL in Moldova invites to submit a bid for the execution of the order described below.
Objective of the assignment:
The overall objective of the Key International Expert assignment is to provide technical leadership and coordination support for the effective planning, implementation, monitoring, and quality assurance of SO2 activities, ensuring their compliance with EU Integrated Border Management standards, donor requirements, and overall project coherence.
Deliverables:
- Technical input to SO2 workplans and activity designs;
- Delivered and approved SME ToRs and consolidated SME deliverables;
- Technical notes, operational documents, methodologies, Curricula and training outlines;
- Provided trainings in accordance with personal background, expertise and related experience;
- Monitoring tools and evaluation inputs for SO2 activities;
- Regular technical updates and contributions to project reports;
- Consolidated technical recommendations for SO2 implementation.
Professional Experience:
- At least 10 years of professional experience in law enforcement, border management or/and cross-border crime prevention or other security related relevant areas;
- Experience in working with governmental entities in security related areas, law enforcement agencies, military structures and other entities from related areas;
- Involvement in externally funded security/border security projects and missions (EU, FRONTEX, EUBAM, UN etc.).
