Procurement of Breaching and Security Equipment

Context 

EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened. 

Description of the procurement:

The purpose of this procurement is to acquire:  

  1. Set of Tactical Rescue and Breaching Axe with Transport Belt and Protective Cover – 5 Sets 
  2. Tactical Rescue and Breaching Axe  
  3. Transport Belt for Tactical Axe 
  4. Protective Cover for Tactical Axe 
  5. Telescopic Window Breaker – 2 Units 
  6. Protective Tactical Gloves – 40 Units 
  7. Notched-Corner Door Wedges – 3-Piece Set (4 Sets) 
  8. Set of Hydraulic Door Opener with Transport Case – 2 Sets 
  9. Hydraulic Door Opener 
  10. Transport Case for Hydraulic Door Opener 
  11. Superlight Hydraulic Power Unit – 2 Units 
  12. Manual Hydraulic Pump – 1 Unit 
  13. High-Pressure Hydraulic Hose (6 m) –1 Unit (compatible with items from position 6 and 7) 
  14. Release Kit – 2 Units  
  15. Tactical Ram (Two-Person Operation) – 4 Units 
  16. Tactical Telescopic Ladder – 3 Units 
  17. Assault Multi Ramp – 2 Units 
  18. Police Road Spike Strip – 1 Unit 

Requirements for bidders:

Within the purchase call may apply legal entities who: 

  1. own and are able to submit a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;  
  2. have at least 5 years of demonstrated experience in supplying special technical equipment, tactical rescue and breaching equipment, or other relevant equipment;  
  3. have collaboration with at least 2 specialized institutions, such as rescue services, emergency response teams, law enforcement agencies, military units, tactical teams, or other relevant entities;  
  4. offer a minimum 1-year warranty for the equipment supplied; 
  5. have at least 2 import-export operations conducted under DAP Incoterms 2020 conditions. 

Estimated order and execution time:

  • The delivery period for the equipment kits should not exceed 4 months from the date of contract signing;   
  • The delivery is carried out under DAP (Delivered At Place) Incoterms 2020;  
  • The delivery direction is the Republic of Moldova, Ministry of Internal Affairs.  

Bidders may apply for one or more lots. Each bid will be evaluated individually and separately for each lot.
Incomplete applications or those submitted after the deadline will not be evaluated.

The deadline for submitting applications: 10.06.2025.

The dossier withh all the documents mentioned in the above Terms of Reference must be sent to the email address: procurements@solidarityfund.md with the title of the message: ”Offer for Breaching and Security Equipment”.

*** For the transparency purpose of the procurement process, the results of the auction with information on the selected provider (name/ surname, service, price, period) will be published on the Solidarity Fund PL in Moldova website. Participation in the auction by sending documents signifies acceptance of the publication of the procurement results, except for information marked as confidential.
