Procurement of Paramedic Equipment for the Rapid Reaction Forces of the Ministry of Internal Affairs of Moldova

Context  

EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened.  

Description of the procurement:  

The purpose of this procurement is to acquire: 

1. 370 paramedics equipment kits intended for the Rapid Reaction Forces of the Ministry of Internal Affairs of Moldova. These kits are essential for providing immediate and efficient medical assistance by paramedics during emergency operations. The acquisition will equip the team with the necessary medical tools and devices to stabilize patients, address life-threatening conditions, and facilitate safe transportation in critical situations. This procurement is designed to improve the operational capacity of the teams in delivering high-quality pre-hospital care, ensuring the readiness of paramedics to respond swiftly and effectively in emergencies.  

2. 33 pieces of tactical modular medical backpacks to provide professional medical support in the field of battlefield medicine by a paramedic for a combat team carrying out tasks of rapid response in emergency and crisis situations. 

3. 35 pieces of multi-purpose disposable stretcher as the element of the medical backpack allowing for the quick evacuation from the battlefield of wounded persons to the save place and further medical treatment as an emergency carrying solution designed for swift deployment in mass casualty incidents, natural disasters, active shooter situations, and routine patient transport. 

Requirements for bidders:  

Within the purchase call may apply legal entities who:  

1. own and are able to submit a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;  

2. have at least 3 years of demonstrated experience in supplying medical equipment, particularly for emergency or paramedic use;  

3. have collaboration with at least 2 specialized rescue, first aid, or crisis intervention institutions;  

4. offer a minimum 1-year warranty for the paramedic equipment supplied.  

Estimated order and execution time:  

• The delivery period for the equipment kits should not exceed 1 month from the date of contract signing.  

• The delivery is carried out under DAP (Delivered At Place) Incoterms 2020. 

• The delivery direction is the Republic of Moldova, Ministry of Internal Affairs. 

Bidders may apply for one or more lots. Each bid will be evaluated individually and separately for each lot. 
Incomplete applications or those submitted after the deadline will not be evaluated.
