Procurement of a new multifunctional truck equipped with a hydraulic manipulator and Hooklift
Context
EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened.
The name of the Good
The procurement of a new multifunctional truck equipped with a hydraulic manipulator and Hooklift. The truck is designed to support emergency response, disaster relief, and humanitarian assistance missions. It features a robust engine, advanced transmission, heavy-duty suspension, and ergonomic cabin, ensuring it meets the operational needs of General Inspectorate for Emergency Situations (GIES) of the Ministry of Internal Affairs of the Republic of Moldova. The truck must comply with EU safety and environmental standards and be delivered within a specified timeframe, with comprehensive training and warranty support included.
Tasks and responsibilities of the applicants
- Supply, delivery, and commissioning of one multifunctional truck with:
- Hydraulic hook-loading/unloading system for loading specialized containers. The truck will be used for transporting materials, equipment, and possibly personnel, as well as for debris removal and other humanitarian assistance activities;
- Dump bed for versatile operations in emergency response and crisis situations;
- Advanced transmission and heavy-duty suspension designed for tough terrain and extreme weather conditions;
- Compliance with EU safety and environmental standards.
- Post-Delivery Services:
- Comprehensive training for GIES personnel on truck operation and maintenance;
- Service Level Agreement (SLA) for maintenance and repairs, including 24/7 emergency support;
- Warranty for at least 24 months with post-warranty support options.
Requirements for bidders:
Within the purchase call may apply legal entities who own:
- Submission of a valid certificate of registration or extract for the legal entity in line with the activities outlined in the ToR;
- Experience on delivering vehicles according to the DAP Incoterms 2020 conditions at minim 5 import-export operations;
- Demonstrated operational history of a minimum of 5 years;
- Collaboration with at least 3 specialized rescue and crisis intervention institutions:
- Offer a minimum 2-year warranty on the product.
Incomplete applications or those submitted after the deadline will not be evaluated.
